Eric Lomongin

Eric Lomongin works as a Senior Economist and Financial Analyst with CEPDiME. He has over ten years of experience in public financial management, economic modelling, and budget forecasting across public and private sectors in Uganda. His expertise lies in Treasury operations and Financial Planning, medium-term budget formulation and forecasts, risk management and internal controls, due diligence assessments, financial audits, financial monitoring, and revenue projection models, that directly inform strategic resource allocation and fiscal sustainability.

 

Eric combines rigorous quantitative analysis with practical financial oversight. He designs and maintains Excel-based financial models incorporating scenario and sensitivity analyses, enabling evidence-based decision-making under uncertainty. His work includes generating key performance indicators, conducting variance analysis, and translating complex financial data into actionable insights for stakeholders.

 

He has extensive experience spanning across Audit, Treasury, Risk Management, Economic Forecasting, project appraisal, investment analysis and valuations, and Finance. He has worked as a Senior Treasurer (Head of Finance & Planning) Napaka, Internal Auditor Napaka, and Project Auditor for a World Bank‑funded resilience program. Eric has evaluated risk management frameworks, ensured donor compliance, and delivered value‑for‑money audits. This foundation gives him a rare integration of economic analysis, financial control, and multi‑stakeholder governance.

 

Eric is drawn to large‑scale infrastructure and energy projects where his skills in cashflow forecasting, contractual analysis, and financial optimisation can directly support commercial sustainability and regional development.

 

He is a Certified Public Accountant (CPA) of the Institute of Certified Public Accountants of Uganda and holds an MSc in Economics and Finance from Uganda Management Institute, a Post Graduate Diploma in Financial Management from Uganda Management Institute and a Bachelor of Management Science from Kyambogo University.
